Government Increases BSD Toll Rates

The government, through the Decree of the Minister of Public Works and Public Housing No. 2149/KPTS/M/2024 on the adjustment of toll rates on the Pondok Aren-Serpong Toll Road, has increased the toll rates for the Pondok Aren-Serpong (BSD Toll) section.

PT Bintaro Serpong Damai, the investor and operator of the toll road connecting South Tangerang and Jakarta, will soon implement this toll rate increase, as confirmed in the official statement from the Toll Road Regulatory Agency (BPJT) yesterday (2/9/2024).

The new toll rates will be applied at eight (8) toll gates: Pondok Ranji Utama (Jakarta-bound), Pondok Ranji Utama (Serpong-bound), Pondok Aren 1, Pondok Aren 2, Serpong 2, Serpong 3, Serpong 6, and Serpong 7.

According to the President Director of PT Bintaro Serpong Damai, Ricky Camelien, as quoted by BPJT, the company has undertaken various developments to improve the quality of the BSD toll road, including regular beautification efforts, to ensure the fulfillment of the Minimum Service Standards (SPM) for users.

This includes the completion of three additional toll road projects, such as the construction of flood mitigation measures at KM 8, the construction of a weaving solution at KM 10, and the widening of the Pamulang exit arterial road (widening ROW 30).

The toll rate adjustment is regulated under Article 48, paragraph 4(b) and (c) of Law No. 38/2004 on Roads, as amended most recently by Law No. 2/2022 on the Second Amendment to Law No. 38/2024, and Article 84, paragraph 1 of Government Regulation No. 23/2024 on Toll Roads.

The regulations stipulate that toll rate evaluations and adjustments are to be conducted every two (2) years. Evaluations and adjustments can be made in the event of additional scope beyond the business plan and central government policies that affect the feasibility of the toll road investment.

PT Bintaro Serpong Damai last implemented a toll rate adjustment in 2019. The application of the toll rate adjustment is outlined in the Toll Road Concession Agreement (PPJT) between the government and the investor.

The latest toll rates for the Pondok Aren-Serpong toll road, as set by the government and to be implemented soon by PT Bintaro Serpong Damai, are as follows:

  • Class 1: Rp9,500
  • Class 2 & 3: Rp14,000
  • Class 4 & 5: Rp18,500
